India already runs digital infrastructure at a scale few countries can match — Aadhaar identity, UPI payments, DigiLocker documents — used by nearly everyone, billions of times a year. Doot is a proposed citizen agent layer on top of these rails: a personal digital twin that lets residents get services by stating what they need, in their own language, rather than navigating separate apps and forms.
Work is underway for the 2027 Kumbh Mela in Nashik, expected to draw more than 20 million pilgrims. Doot agents are being built to support three kinds of need: government-to-pilgrim services like crowd safety and benefit eligibility, business-to-pilgrim services like housing and transport, and pilgrim-to-pilgrim coordination like family safety alerts.
